Hello everyone !! from a basic standpoint i have not been able to understand each term and statement rationally

Karma giving fruit is by the ordainment of God [the karta or Ordainer]. Can karma be God, since karma is insentient [jada]?

why and how is it by the ordainment of God? what does this mean?what does it mean "karma is insentient"?

kindly give some illustration or anology.and if someone has the kannada translation translated in english , kindly forward it thanks
